The National Executive Committee (NEC) has the final say in all matters and are responsible for the overall shar`i and legal requirements. The majority of them are 'Ulama' (Scholars).
The HMC Management Staff (MS) are responsible for the management and operational needs of HMC on a day-to-day basis. They manage and coordinate the full operation of the HMC monitoring system.
The Local Area Groups (LAG) are formed in liaison with the regional manager and management in various cities and towns. They overlook and are responsible for all the local activities including the monitoring of outlets at a local level.

The principal duties of LAG include; creating awareness in the community, supervising local activities, administering applications and monitoring and certifying local outlets (butchers, restaurants and takeaways)
The Regional Managers work alongside the management and are responsible for a particular area/region in managing and liasing with the abattoirs, processing plants and the Local Area Groups. Their principal duties include; managing the inspection process, delivering relevant training to inspectors, monitors and slaughterers, supervising the inspectors, carrying out surprise checks, managing new applications in their area and assisting in establishing new Local Area Groups.
HMC Monitors are appointed by HMC to monitor the certified outlets. They are trained to monitor the relevant areas and work under the instructions of HMC, LAG and Regional Managers. The principal role of a monitor is to monitor the local outlets; shops, restaurants etc ensuring all meat comes in from HMC certified sources and if satisfied, certify them as HMC compliant.
HMC Inspectors are employed by HMC at the abattoirs / slaughterhouses and processing plants. They are trained to inspect the relevant areas and they work under the instructions of HMC management and Regional Managers.

The principal role of inspectors at abattoirs is to ensure slaughterers comply with HMC regulations on slaughtering and if satisfied, label the meat / poultry as HMC compliant. Inspectors at processing plants work to ensure that all meat coming in is from HMC certified sources and ensure that the end product of the processed food has been sealed with correct HMC labelling.
   
 
 
HMC ORGANISATIONAL STRUCTURE
Since all Muslims, regardless of the denomination or school of thought are united in the need for the assurance of Halal, HMC was established to serve the Muslim community at large and has since gone on to enjoying the support and cooperation of the leaders of different segments of the Muslim Community. The diagram below shows the HMC Organisational Structure which comprises of Muslims from diverse communities.
